Sigh... fined for burning garbage?

My cheap next door neighbors used to burn their trash instead of have trash pick-up. They burned everything including plastic. The whole neighborhood was engulfed with a cloud of thick, black smoke. Burnt plastic releases cancerous pollutants into the atmosphere. I was glad when someone complained, and they had to stop.
